A customer asks for the price. You type it, tap send, and a small red mark appears under your message: "Your message was not delivered and cannot be retried." Sometimes it reads "Failed to send" instead. There is no retry button. You try another chat and it works. Or it doesn't, and now nothing you send is going anywhere.
This error is confusing because Instagram gives no reason. It looks like a network problem, but it almost never is. It is Instagram deciding not to deliver that message, and the fix depends on why. This guide shows you how to find the reason in about a minute, what to do for each one, and how businesses that live in their DMs stop it from happening again.
Direct answer: what "cannot be retried" means
When a message fails because of your connection, Instagram shows a retry option and sends it once you are back online. "Cannot be retried" means Instagram received the message and refused to deliver it. Retrying would give the same result, so it removes the button.
There are only three places the refusal can come from:
- Your account. Instagram has put a temporary limit on your messaging, usually because your recent activity looked like spam.
- The other person. They have blocked you, deactivated their account, or their settings do not accept messages from you.
- The message itself. It contained something Instagram will not pass on, such as a flagged link, or it broke the rules for messaging someone who does not follow you.
If you are sending from a business tool rather than the Instagram app, there is a fourth: the conversation is outside the reply window Meta allows for automated messages. Each one is covered below.
The 60-second test: is it you, them or the message?
Do these in order and stop at the first one that gives you an answer.
- Send a short plain-text message, with no link, to a friend or teammate who follows you. If it fails too, the problem is your account. Go to cause 1.
- Open Settings, then Account Status. If Instagram has limited your messaging, it says so here, often with the date the limit ends.
- If messages to others go through, open the profile of the person you were writing to. A blank profile, "User not found", or no posts where there used to be some usually means they blocked you or left Instagram. Go to cause 2.
- Send the same person the same words without the link, photo or phone number. If that version arrives, the content was the problem. Go to cause 3.
- If you only see the error inside a tool such as an inbox, chatbot or CRM, and the Instagram app works fine, go to cause 4.
Cause 1: your account has a temporary messaging limit
This is the most common reason businesses see the error, and the one that hurts most, because every chat fails at once. Instagram's systems saw a pattern they associate with spam and switched off sending for a while. Sometimes a popup explains it. Often the only sign is that every message comes back with "cannot be retried".
The patterns that trigger it are listed in Meta's spam policy: sending messages "manually or automatically, at very high frequencies", and repeating the same content. A real shop can do both without meaning to. Twenty people ask the price of the same reel, and someone on the team pastes the same reply, with the same link, twenty times in five minutes.
How long an Instagram DM limit lasts
Account Status is the only reliable answer, because it shows the date your limit ends. Instagram does not publish a fixed schedule. The lengths people most often report are 24 hours, 3 days and 7 days, with 30 days for accounts that are limited again and again. For Facebook, Meta does publish a ladder of 1, 3, 7 and 30 day restrictions as strikes build up, and it counts strikes from both Facebook and Instagram. Either way, a repeat offence tends to earn a longer limit than the first one.
What to do
- Stop sending. Every failed attempt is more of the same activity that caused the limit.
- If Account Status offers a review, request it. Our step-by-step guide to the "You can't send messages at this time" block walks through every screen.
- Keep posting and replying to comments if those still work. The limit is usually on messages only.
- Do not move the same customers to a second account and message them from there. That looks like avoiding the limit, and can put the new account under the same restriction.
- Once the limit lifts, restart slowly. Reply to people who wrote to you first before you send anything new.
Cause 2: the other person cannot receive your message
If your other chats work, the problem is on the other side. Instagram does not say which of these it is, because telling you would reveal someone else's privacy choices.
- They blocked you. Your old messages stay visible to you, but new ones fail.
- They deactivated or deleted their account. The chat stays in your inbox, but there is no one to deliver to.
- Their message settings do not include you. People can choose who may message them, and accounts that do not follow you can be set to refuse requests entirely.
- They are a teenager. Since 2024, Meta's default for teens under 16 (under 18 in some countries) is that only people they already follow or are connected to can message them.
Some versions of the app show a clearer message for the settings case, such as "This account can't receive your message because they don't allow new message requests from everyone." If you see that, nothing is wrong with your account. The only fix is on their side. If they are a customer, ask them to message you first, from a comment reply, your bio link or a story.
Restricting is different from blocking. If someone restricted you, your messages still arrive, but they land in their requests folder, and you will not see when they read them. That does not cause this error.
Cause 3: Instagram stopped the message itself
Sometimes your account and the recipient are both fine, and it is the contents that failed.
You are messaging someone who does not follow you
To someone who does not follow you, Instagram allows one text-only message request until they accept it. A second message, a photo, a video or a voice note before they accept will not go through. Businesses run into this all the time: they reply to a comment with a DM, then send the catalogue photo right after, and the photo fails. Send one clear text message and wait for the reply.
The message contains a link Instagram does not trust
Links are checked before delivery. Shortened links, links to sites that have been reported, and links pasted into dozens of chats in a short time are the usual casualties. Meta's policy specifically names links that promise one thing and deliver another, and redirects that hide where you end up. Try the full address of your own site instead of a shortener, or send the message without the link and share it once the customer asks.
The same text is going to many people
A single message is rarely stopped for its words alone. But the fifteenth identical message in ten minutes, carrying the same phone number or the same payment link, is the kind of repetition the spam policy describes. Early on, individual messages fail. If it continues, the whole account is limited, which takes you back to cause 1.
Cause 4: your business tool is outside Meta's reply window
If you answer DMs through an inbox, chatbot or CRM, messages travel through Meta's official messaging API, which has its own rules. The main one: a business can only reply within 24 hours of the customer's last message. After that, the tool's message is refused. Depending on the tool, you see a plain "failed to send" or the longer form, "can't send Instagram message as the last inbound message was earlier than 24 hours ago".
- Reply faster. The window resets every time the customer writes to you, so a quick answer keeps the conversation open.
- For a reply typed by a real person, Meta allows a human agent tag that stretches the window to 7 days. Using it for automated messages breaks Meta's policy.
- The API does not support group chats, so tools cannot reply inside one. That is why some people see "You can't reply to this conversation" in Instagram group chats.
- Message requests that have been inactive for 30 days are no longer available to the tool at all.
What if it really is the app?
App faults are rare behind this particular error, but they are quick to rule out once the steps above find nothing:
- Update Instagram from the App Store or Play Store.
- On Android, clear the app cache in your phone's app settings. This does not delete your chats.
- Log out and back in, or send the same message from instagram.com in a browser.
- Switch between Wi-Fi and mobile data, and turn off any VPN. Constantly changing locations can itself look suspicious.
How many DMs can you send on Instagram per day?
Instagram does not publish a daily message limit, and any exact number you read online is a guess. What Instagram does say, in its help article on why there are limits for sending messages, is that the limits exist to stop spam. In practice they seem to depend on how the messages behave, not only on how many there are:
- Replies to people who messaged you first are treated very differently from new messages to strangers.
- A new account, or one that suddenly sends far more than usual, is watched more closely than an established one.
- Identical text, repeated links and bursts of messages seconds apart are the signals Meta's policy names.
- Conversations where customers reply look healthy. Hundreds of messages that nobody answers do not.
A shop replying to 300 customers who asked about a product is in a very different position from one sending 300 cold messages. The first is what Instagram messaging is for.
Stop it from coming back
For a business, the dangerous period is right after a busy post or a sale, when the inbox fills and the team starts copying and pasting. These habits keep you well clear of the limits:
- Answer the question that was asked. "Yes, the blue one is available in M, ₹1,899" is a conversation. The same price-list paste to everyone is not.
- Hold links and phone numbers until someone asks to buy or to talk.
- Put a few seconds between messages, and combine three short messages into one.
- Let customers come to you. Comment replies, story stickers and click-to-message ads all start the chat from the customer's side, which keeps you inside the rules.
- If you use a tool, check that it runs on Meta's official API and not on your login. Tools that sign in as you and send from your account are among the quickest ways to get limited.
This is the problem TailorTalk was built around. Its AI sales agent connects to Instagram through Meta's official messaging API. It reads each customer's actual message, then writes a reply to that person about the product, size, price or delivery question they asked, instead of repeating one template. It answers within the reply window and paces its messages. A person on your team can take over any chat at any time. You can see how that works on busy accounts in our Instagram automation case study, and how it compares with flow-based tools in TailorTalk vs ManyChat.
Watch out for fake "Meta support"
Once people start searching for this error, they start getting DMs and comments from accounts claiming they can "unlock" messaging for a fee, or asking for a login code to "verify" the account. Meta does not contact you that way, and no outside service can lift an Instagram restriction. The U.S. Federal Trade Commission's guide to recognising phishing describes the same pattern: urgency, a threat to your account and a request for codes or payment. Use only the review option inside Account Status.

Frequently asked questions
What does "your message was not delivered and cannot be retried" mean on Instagram?
It means Instagram received your message and refused to deliver it, so sending it again would fail the same way. The cause is one of three things: your account has a temporary messaging limit, the other person cannot receive messages from you, or the message contained something Instagram would not pass on, such as a flagged link.
Why can I message some people on Instagram but not others?
If only one conversation fails, the problem is with that person or that message, not your account. They may have blocked you, deactivated their account, or set their messages to refuse people they don't follow. Teen accounts only accept messages from people they follow by default. Try sending plain text without a link to rule out the content.
How long does an Instagram message restriction last?
Open Settings, then Account Status. It shows whether your messaging is limited and usually the date the limit ends. Instagram does not publish a fixed schedule, but people most often report 24 hours, 3 days or 7 days, and up to 30 days for accounts that are limited repeatedly.
How many DMs can I send on Instagram per day?
Instagram does not publish a number, and exact figures online are guesses. The limits depend on behaviour as much as volume. Replying to people who messaged you first is treated very differently from messaging strangers, and identical text, repeated links and fast bursts are what trigger limits.
Will reinstalling Instagram fix a message that cannot be retried?
Usually not. This error means Instagram refused the message, not that the app failed to send it. Updating the app, clearing the cache or logging in again only helps in the rare case of an app fault. Check Account Status and the other person's profile first.
Can Instagram automation tools cause this error?
Tools that log in as you and send messages from your account can trigger limits quickly. Tools on Meta's official messaging API are allowed, but they can only reply within 24 hours of the customer's last message, and messages outside that window fail. Choose an official API tool that writes a reply to each customer's actual question.
